The authorities who have been granted to me by the Constitution and the laws of the United States of America, hereby order:
part 1. Purpose. Our American flag is the most sacred and precious symbol of the United States of America, as well as American freedom, identity and power. For nearly two and a half centuries, thousands of American Patriots fought, bleeding and died to keep the stars and stripes waving proudly. The American flag is a special symbol in our national life and should unite and represent all Americans from all backgrounds and industries. It is uniquely offensive and provocative. This is a statement of contempt, hostility and violence against our country, and it is the most obvious expression of opposition to the political coalition to safeguard our rights, freedoms and security. Burning such representation in the United States can cause violence and riots. Foreign national groups also use the burning of the U.S. flag as a calculation bill designed to intimidate and threaten Americans because of their nationality and place of birth.
Despite the Supreme Court’s First Amendment ruling, the court never ruled that the American flag blasphemy was carried out in a manner that could incite imminent inaction, or that constituted a “combat word.” look Texas v. Johnson491 US 397, 408-10 (1989).
My administration will take action to restore respect and sanctity to the American flag and prosecute those who incite violence or otherwise violate our laws while blaspheming this symbol of our country and to the maximum extent permitted under any available authority.
Second. 2. Measures to combat blasphemy of the American flag. (a) The Attorney General should give priority to law enforcement to the greatest extent to our country's criminal and civil laws to oppose blasphemy of the United States flag that violates applicable, content neutral laws while causing harm that is not related to expression, consistent with the First Amendment. This may include, but is not limited to, violent crimes; hate crimes, illegal discrimination against American citizens or other violations of the civil rights of Americans; and crimes endangering property and peace, as well as violations and violations of and attempts to teach and violate other laws.
(b) If the Department of Justice or other executive branch or agency (organization) determines that instances of blasphemy of the United States flag may violate applicable state or local laws, such as open burning restrictions, disorderly conduct laws, or property damage laws, the agency shall forward the matter to the appropriate state or local authorities for potential action.
(c) To the maximum extent permitted by the Constitution, the Attorney General shall vigorously prosecute those who violate our laws, involving blasphemy of the American flag, and may file a lawsuit to clarify the scope of First Amendment exceptions in the field.
(d) The General of State, Attorney General and Secretary of the Department of Homeland Security who act within their respective authorities, prohibit, prohibit, prohibit, prohibit, terminate or revoke visas, residence permits, naturalization procedures and other immigration benefits, or seeks to evacuate from the United States under federal law, including August 142, 8 USC 142424214, 8 USC 142. and 8 USC 1227 (a), as long as there is a proper decision, that is, if such remedies are permitted under federal law, foreign nationals engage in presumption activities of the United States flag.
Second. 3. Severity. If any provision of this Order or any provision to any person or circumstances is invalid, the rest of this Order and its application to any other person or circumstances shall not be affected.
Second. 4. General Regulations. (a) Nothing in this order shall be construed as damage or otherwise affect:
(i) The authority granted by law to the executive department or agency or its person in charge; or
(ii) The functions of the Director of the Office of Management and Budget related to budget, administrative or legislative recommendations.
(b) The order shall be consistent with applicable law and comply with the availability of the grant.
(c) The Order is not intended and does not enforce any rights or benefits legally or fairly by any party to the United States, its departments, institutions or entities, officials, employees or agents or any other person.
(d) The cost of issuing this order shall be borne by the Ministry of Justice.
